Founders incorporated outside the United States, at any stage. Most big programs are global; the traps are billing-country locks, local-card rules and the handful of programs that quietly exclude your region.
The good news: AWS, Google, Microsoft, Cloudflare, NVIDIA and DigitalOcean all accept applications from almost anywhere. The $200,000 AWS Portfolio tier works for a startup in Lagos or Lahore exactly as it does in Palo Alto, as long as a local Activate Provider (a regional VC or accelerator) gives you an Org ID. The bad news: the country you pick at sign-up is permanent on Google and Azure, Lambda only takes cards from a short list of countries, and Oracle's only live program is for Brazil, Argentina and Colombia.
Europe gets two extra programs: OVHcloud (up to 100,000 euros) and Scaleway (up to 36,000 euros, or 42,000 with NVIDIA Inception). Both are sovereign-cloud plays that explicitly allow you to hold AWS credits at the same time.
Every amount below is the program's own published figure as of 2026-10-09, linked to the official page. "Expected value" is what lands if the step works, not the marketing ceiling. 4 of the 10 steps only reach the top tier with a VC, accelerator or partner referral; the gate line on each step says which. In the AWS step you apply for Activate yourself; a matched AWS partner can file MAP, POC or IW funding on top when the workload qualifies and AWS approves it.

Global except AWS China Regions and China or Hong Kong accounts. Founders gives $1,000 to $5,000 self-serve; Portfolio up to $200,000 through any Activate Provider, which includes regional accelerators like Flat6Labs, Hub71, Antler and Station F. On top of Activate, CloudRoute matches founders outside the US too: a vetted AWS partner can file MAP, POC or IW funding when the workload qualifies and AWS approves it.
Activate you apply for yourself (Portfolio needs an Org ID from your investor or accelerator). MAP, POC and IW funding can only be requested by an AWS partner, not by you. $50K to $150K for startups. Depends on the workload; AWS approves. We match you with a vetted partner who can file it, for free.
Get matched free →Worldwide, no geographic restriction published, and country is optional on the form. $10,000 with no referral and a 48-hour decision. Cloudflare's general sanctions terms apply.
Global, but Google decides by the country of your primary place of business, and the billing entity must be in a country where Google Cloud is sold. The billing country cannot be changed later. Start tier $2,000; Scale $200,000 if a VC funded you within five years.
Headquartered in any country where Azure is sold; the sign-up country is permanent. $5,000 self-service, $100,000 to $150,000 with an Investor Network code. Many regional accelerators and universities hold codes.
Global, with a separate team for China. Free, any stage, and it unlocks an AWS Activate Org ID, DGX Cloud credits and partner clouds like Scaleway, Nebius and Yotta. The Lambda benefit is card-country gated: India, most of Latin America and Africa, and the Middle East outside Israel, Turkey and the UAE are excluded.
Eight regional teams cover Europe, Africa and the Middle East, APAC and the Americas; US companies go through OVHcloud US. Start is 10,000 euros with six hours of engineer time for pre-seed and seed teams with an MVP; Scale is up to 100,000 euros for Series A and later. No exclusivity with AWS. Vouchers exclude bare-metal, VPS and the newest GPUs; only V100 and RTX5000 instances qualify.
French sovereign cloud with H100 and L40S GPUs. Early Stage is 9,000 euros over six months, Growth Stage 36,000 euros over twelve, Founders a one-time 1,000. Under five years old, under 50 employees, not yet a customer. NVIDIA Inception members get a 42,000 euro cap plus Advanced Support, which is why Inception comes earlier in this list.
Global; the partner directory lists US, European and Indian VCs, accelerators and government bodies. The award is set per partner with a $10,000 per month cap; up to $100,000 was the last published ceiling. Easy form, 15 months of free Standard support. Credits exclude GPU Droplets and third-party model inference.
About 185 supported countries; China, Russia and Iran are not on the list, and the entity must be incorporated in and controlled from a supported region. Direct applicants get $1,000 plus a Claude Team year when capacity allows; a partner VC can unlock up to $100,000.
Latin America only for now: Brazil, Argentina and Colombia, with expansion promised. Up to $60,000 in OCI credits (the rules allow up to $100,000) for VC-backed startups with customers, plus engineering support. Requires joining Oracle PartnerNetwork (Level 0 is $500 a year) and passing due diligence. Everywhere else, Oracle offers only the $300 Free Tier.
No. AWS Activate is global except for AWS China Regions and China or Hong Kong accounts. You need a business email on your own domain, a Paid Tier AWS account and, for Portfolio, an Org ID from any Activate Provider, which includes regional VCs and accelerators.
Lambda only accepts cards from a fixed list (no India, most of Latin America, Africa or the Middle East outside Israel, Turkey and the UAE). Oracle is Brazil, Argentina and Colombia only. Anthropic excludes China, Russia and Iran. Google restricts China, Crimea, Cuba, Iran, North Korea and Syria. Everything else in this playbook is global or unrestricted.
Yes. OVHcloud states there is no exclusivity, and nothing in Scaleway's terms blocks it. The common split is core stack on AWS, EU-resident or GPU workloads on the European cloud.
Yes. CloudRoute matches founders by region, stack and stage, in and outside the US. Your matched AWS partner checks whether your workload qualifies for MAP, POC or IW funding; AWS approves it.
AWS, Google, Microsoft and Cloudflare all accept Indian companies. DigitalOcean lists Indian VCs in its partner directory, and Redis confirms India-incorporated companies can apply. Lambda excludes India. Google and Azure lock the billing country at sign-up, so pick India deliberately if that is where you bill.
A vetted AWS partner scopes your workload and files the funding only partners can request: MAP for a migration, POC to test something, IW for new work on AWS. $50K to $150K for startups. Depends on the workload; AWS approves. You still apply for Activate yourself.
