Who qualifies
You likely qualify if
- You are forming a brand-new Delaware C corporation, Delaware LLC, or C-corp subsidiary of an existing company (Atlas only forms Delaware entities).
- Every founder is 18 or older.
- Founders can live in any country (Stripe says startups in 175+ countries have used Atlas); a US Social Security Number is not required.
- Your business is not in an Atlas restricted category (illegal drugs, weapons, unregulated financial services, hazardous materials, IP infringement, deceptive schemes, etc.).
- You have no business activity, customers, employees, contractors or interns in Cuba, Iran, North Korea, Syria or Crimea.
- You can supply a company name, short description, a website or social profile (to prove you are a real person), a company address (home address is fine) and a US phone number (a virtual number from an Atlas partner is fine).
- Each founder can supply legal name, email, home address, and SSN or ITIN if they have one.
- You can pay the $500 fee up front (Stripe refunds it if it cannot support your business).
- For the $2,500 Stripe credits: your company is incorporated through Atlas on or after October 16, 2025 (credits apply automatically).
- For the $5,000 AWS Activate perk: Stripe lists it as 'new users only'; AWS's own Activate eligibility rules also apply and AWS makes the final call.
- For the Stripe Startups Program: you have raised money from an institutional investor and can prove it (PitchBook link, funding announcement, or funding documents), and your Stripe account is active and fully verified.
You won't qualify if
- Businesses in Atlas restricted categories: illegal drugs (incl. marijuana), marketing alcohol/tobacco/sexual products to minors, shell banks or predatory lending, hazardous materials, hate or discriminatory content, unregulated health products, counterfeit or IP-infringing goods, firearms and weapons, get-rich-quick or deceptive schemes.
- Any company with business activity, customers or staff in Cuba, Iran, North Korea, Syria or Crimea.
- Founders under 18.
- Founders who want a non-Delaware entity or want to move an existing company into Atlas (Atlas forms new companies only).
- Companies incorporated through Atlas before October 16, 2025 do not get the $2,500 credits (they keep the older waived-processing-fee offer).
- Credits cannot be spent on Stripe Crypto, Stripe Capital, Atlas fees (including registered agent renewal), Terminal hardware, Link passthrough, PayPal fees or professional services.
- Credits cannot be transferred to a different Stripe account.
- Adult content, gambling, crypto, NFT, debt/credit, insurance and travel businesses can be incorporated but may be refused by Stripe Payments, which makes the credits hard to use.
- Stripe Startups Program: bootstrapped companies with no institutional funding are not eligible, and each company can redeem only one Startups offer in its lifetime.
- The $5,000 AWS Activate perk is for new users only (Stripe does not define 'new'); AWS decides final eligibility, so existing AWS or Activate customers may not qualify.
Geography. Global: founders in any country can use Atlas (Stripe says 175+ countries have used it); the company is always a Delaware, USA entity. Not available to businesses with activity in Cuba, Iran, North Korea, Syria or Crimea. Stripe Startups Program credits are offered in the US plus ~30 countries (UK, Canada, Australia, Singapore, UAE, most of Western Europe, Japan, Mexico, Brazil, etc.); other countries get waived processing fees instead.
How to apply to Stripe Atlas (and Stripe Startups Program)
- 01Go to dashboard.stripe.com/register/atlas and create a Stripe account.
- 02Pick your entity type (Delaware C corp, LLC, or C-corp subsidiary) and enter the company name (Atlas checks Delaware availability), a short description, a website or social profile, a company address and a US phone number.
- 03Add each founder's legal name, email, home address and SSN/ITIN if they have one; set the ownership split (and option pool for a C corp); name directors and a President and Secretary.
- 04Review the generated documents, e-sign, and pay the $500 fee. Atlas files with Delaware; you get an email when incorporated, usually within 1-2 business days.
- 05Atlas then automatically files for your EIN (1-2 business days if you gave a US SSN, US address and US phone; otherwise 10-30 business days), issues founder equity and files each founder's 83(b) election.
- 06Your $2,500 Stripe credits are applied automatically after incorporation; track them under Reports > Fee Credits in the Dashboard. You can turn on US card payments (Payment Links, Invoicing) before the EIN arrives.
- 07Open the Perks tab (dashboard.stripe.com/atlas/perks) and claim partner offers, including the $5,000 AWS Activate credits.
- 08Optional: check whether Stripe Treasury is available for your account and apply from the business banking section of the Atlas Dashboard; fund it with $5,000 within 90 days to get your $500 Atlas fee refunded.
- 09Optional, if you are venture-backed: apply to the Stripe Startups Program at stripe.com/startups (or through your investor's referral link) with proof of funding; Stripe replies in 2-3 business days. Then accept the offer from the Dashboard banner or setup-guide task (credits can take up to 2 days to apply, and offers are not retroactive). It stacks with your Atlas credits.
Review time: Incorporation in 1-2 business days; EIN in 1-2 business days with a US SSN/address/phone, or 10-30 business days without; Stripe Startups Program decision in 2-3 business days.. Apply at dashboard.stripe.com/register/atlas.
What changed in 2025 and 2026
On October 16, 2025 Stripe replaced the old Atlas benefit (waived payment processing fees on the first $100,000 of revenue for 1 year) with a flat $2,500 fee credit that now works across Payments, Connect, Billing, Tax and Sigma, not just card processing. The Stripe Atlas Agreement was last updated July 22, 2025 and the Startup Program Terms April 8, 2025. The public stripe.com/atlas page now says 'over $50,000 in partner discounts' and names only Google, Xero and OpenAI, while docs.stripe.com/atlas names AWS, Mercury and Carta and the detailed partner list on support.stripe.com still shows the $5,000 AWS Activate perk. The Stripe Startups Program is also moving country by country from waived fees to fee credits.
Hold these alongside Stripe
Stripe credits and your AWS bill
The Atlas Perks tab lists $5,000 in AWS Activate credits (new users only). AWS's own Activate Founders tier is $1,000 and AWS says select applicants may be approved for more, so this can be one of the simpler ways for a brand-new, unfunded startup to get a larger Activate allocation. The $2,500 Stripe credit itself only offsets Stripe fees, not your AWS bill, and the AWS perk is provided under AWS's own Activate rules, so Stripe does not guarantee it.
